Millions of people spent a third night without water, food or heating in near-freezing temperatures along the devastated northeastern coast. Meanwhile, a third reactor at a nuclear power plant lost its cooling capacity, raising fears of a meltdown, while the stock market plunged over the likelihood of huge losses by Japanese industries including big names such as Toyota and Honda.

A Japanese police official said 1,000 washed up bodies were found scattered Monday across the coastline of Miyagi prefecture. The official declined to be named, citing department policy.

The discovery raised the official death toll to about 2,800 but the Miyagi police chief has said that more than 10,000 people are estimated to have died in his province alone, which has a population of 2.3 million.

Friday’s double-headed tragedy has caused unimaginable deprivation for people of this industrialized country that has not seen such hardships since World War II. The pulverized coast has been hit by more than 150 aftershocks since Friday, the latest one a 6.2 magnitude quake that was followed by a new tsunami scare Monday. Abandoning their search operations, soldiers told residents of the devastated shoreline in Soma, the worst hit town in Fukushima prefecture, to run to higher ground.

Sirens wailed and soldiers barked out orders: “Find high ground! Get out of here!” Several uniformed soldiers were seen leading an old woman up a muddy hillside. The warning turned out to be a false alarm.

Search parties arrived in Soma for the first time since Friday to dig out bodies. Ambulances stood by and body bags were laid out in an area cleared of debris, as firefighters used hand picks and chain saws to clear an indescribable jumble of broken timber, plastic sheets, roofs, sludge, twisted cars, tangled powerlines and household goods.

Helicopters buzzed overhead, surveying the destruction that spanned the horizon. Ships were flipped over near roads, a half mile (a kilometer) inland. Officials said one-third of the city of 38,000 people was flooded and thousands were missing.

According to officials, more than 2,800 people have been confirmed dead – including the 1,000 bodies found Monday – and more than 1,400 were missing. Another 1,900 were injured.

“I’m giving up hope,” said Hajime Watanabe, 38, a construction industry worker, who was the first in line at a closed gas station in Sendai, about 60 miles (100 kilometers) north of Soma. Just then, an emergency worker came over and told him that if the station opens at all, it would pump gasoline only to emergency teams and essential government workers.

“I never imagined we would be in such a situation” Watanabe said. “I had a good life before. Now we have nothing. No gas, no electricity, no water.”

He said he was surviving with his family on 60 half-liter bottles of water his wife had stored in case of emergencies like this. He walked two hours to find a convenience store that was open and waited in line to buy dried ramen noodles.

The government has sent 100,000 troops to spearhead the aid effort. It has sent 120,000 blankets, 120,000 bottles of water and 29,000 gallons (110,000 liters) of gasoline plus food to the affected areas. However electricity would take days to restore.

At least 1.4 million households had gone without water since the quake struck and some 1.9 million households were without electricity. According to public broadcaster NHK, some 310,000 people are living in emergency shelters or with relatives. Another 24,000 people are stranded, it said.

One reason for the loss of power is the damage to at least three nuclear reactors at the Fukushima Dai-ichi power plant. One by one, each reactor has lost the ability to cool down, the latest on Monday. Explosions have destroyed the containment buildings of the other two reactors.

Operators dumped seawater into the two reactors in a last-ditch attempt to cool their super-heated containers that faced possible meltdown. If that happens, they could release radioactive material in the air.

But Japan’s Chief Cabinet Secretary Yukio Edano said the reactor’s inner containment vessel holding the nuclear fuel rods was intact, allaying some fears of the risk to the environment. The containment vessel of the first reactor is also safe, according to officials.

Still, people within a 12-mile (20-kilometer) radius were ordered to stay inside homes following the blast. AP journalists felt Monday’s explosion 25 miles (40 kilometers) away.

The U.S. 7th Fleet, which deployed ships and aircraft to Japan to provide relief, moved away from the coast after discovering low-level radioactive contamination from a plume of smoke and steam released during the blasts.

But the fleet said the dose of radiation was about the same as one month’s normal exposure to natural background radiation in the environment.

More than 180,000 people have evacuated the area in recent days, and up to 160 may have been exposed to radiation after the first blast.

Also, Tokyo Electric Power held off on imposing rolling blackouts planned for Monday, but called for people to try to limit electricity use.

Edano said the utility was still prepared to go ahead with power rationing if necessary. The decision reflected an understanding of the profound inconveniences many would experience.

Many regional train lines were suspended or operating on a limited schedule to help reduce the power load.

The planned blackouts of about three hours each were meant to help make up for a severe shortfall after key nuclear plants were left inoperable due to the earthquake and tsunami.

Japan’s central bank injected 15 trillion yen (US$184 billion) into money markets Monday to stem worries about the world’s third-largest economy.

Stocks fell Monday on the first business day after the disasters. The benchmark Nikkei 225 stock average shed nearly 634 points, or 6.2 percent, to 9,620.49, extending losses from Friday. Escalating concerns over the fallout of the disaster triggered a plunge that hit all sectors. The broader Topix index lost 7.5 percent.

Japan’s economy has been ailing for 20 years, barely managing to eke out weak growth between slowdowns. It is saddled by a massive public debt that, at 200 percent of gross domestic product, is the biggest among industrialized nations.

Preliminary estimates put repair costs from the earthquake and tsunami in the tens of billions of dollars – a huge blow for an already fragile economy that lost its place as the world’s No. 2 to China last year.

The U.S. Ski Team announced Wednesday that Miller has cut short his World Cup season for the third consecutive year, raising questions about whether he might retire.

The team told The Associated Press that the former two-time World Cup champion will skip the final two stops on this year’s circuit to spend time with his daughter in San Diego.

Miller won a full array of medals at last year’s Vancouver Olympics – a gold, a silver and a bronze – but struggled with motivation this season, failing to post a win.

“If the conditions are good and everything comes together then I’m pretty into it, but sometimes it’s hard to get really fired up for it,” Miller told the AP after failing to crack the top 10 in his four events at last month’s world championships in Garmisch-Partenkirchen, Germany.

“I’m still always fired up and I always charge, but it’s not the same as it should be,” he said. “If you’re racing World Cup and you’re risking your health and everything you should be in it 100 percent. If it’s not, then you have to have the discipline and maturity to say when, because you probably shouldn’t be doing it. I’ve seen guys get hurt.”

The 33-year-old Miller jetted home to San Diego after worlds and already had skipped the last two World Cup stops, in Bansko, Bulgaria, and Kranjska Gora, Slovenia.

The U.S. team had been expecting him back this weekend in Kvitfjell, Norway, but Miller will miss the races there and next week at the World Cup finals in Lenzerheide, Switzerland.

Miller’s coaches have been urging him to race just the speed events, as many racers of his level do near the end of their careers, but the American has continued to compete in all disciplines.

Miller said he has discussed his options with retired racers Lasse Kjus, Kjetil Andre Aamodt and Bruno Kernen.

“I’ve thought about it. I’ve asked old champions, sought out their opinions about it,” Miller said. “But I don’t think it’s exactly the same. No American has come close to the number of races I’ve done, and it is certainly different for Americans. Those guys could easily get home and be more in their environment when they had days off. If they skipped a race or two they could go home right away. For me, it’s a long ways away.”

Miller said his daughter is “really on the other side of the planet” from most of his races in Europe.

Miller has competed in 380 World Cup races, as well as 15 races at four Olympics stretching back to the 1998 Nagano Games, and 28 races at seven world championships beginning in Vail, Colo., in 1999.

He is not considering coaching after retirement, at least not with the U.S. team.

“Not at this level,” he said. “I like working with kids. You can really have an impact on a younger skier just by showing him how to stay relaxed, just enjoy it and not get too stressed out, and point out the obvious things about skiing that little kids tend to forget about.”

Miller did television commentary for Eurosport during the worlds, but doesn’t see much of a future in that either.

“I doubt it,” he said. “It’s OK. I love talking about ski racing, it’s what I do, and as long as I have freedom to talk about whatever I want I don’t mind doing that but I don’t like jobs, either.”

Miller contemplated retiring before returning for the Olympics last season.

In his final race at the worlds last month, Miller finished just 12th in the giant slalom even though he had the fastest second run. U.S. teammate Ted Ligety won the race for his first world title.

Ligety didn’t see that as Miller’s final race.

“I have this feeling that Bode will keep going,” Ligety said. “He still likes it and I think he has enjoyment out of it and I think he still feels like he can be competitive. You never know with Bode obviously, but I think he still has some mileage left.”

HENDERSON, Nev. (AP) — People for the Ethical Treatment of Animals demonstrated outside Mike Tyson’s suburban home to protest the former boxing champion’s role in pigeon racing.

Henderson police spokesman Todd Rasmussen said Tuesday the PETA demonstration on Monday outside Tyson’s gated hillside neighborhood was peaceful.

The Las Vegas Review-Journal reported that some of the 20 protesters carried signs reading, “Featherweights: No match for a Heavyweight,” and “Mike doesn’t give pigeons a fighting chance.”

An attempt to reach Tyson through his wife on Tuesday was not successful.

Tyson has been a pigeon racing breeder and fan since childhood in Brooklyn, N.Y.

PETA’s Lisa Lange says the protest followed Sunday night’s debut of the Animal Planet show, “Taking on Tyson.” It features Tyson competing with pigeon racers in the New York City area.

But in a news conference Monday at NATO headquarters in Brussels, Secretary-General Anders Fogh Rasmussen said the alliance is also conducting “prudent planning for any eventuality.”

The NATO chief added that if Libyan leader Moammar Gadhafi’s forces continue what he calls “systematic” attacks on the population, it will be difficult for the United Nations and the international community to “stand idly by.” He said the imposition of a no-fly zone over Libya would be a very complex undertaking requiring a wide range of military assets.

His comments came as the U.N. Office for the Coordination of Humanitarian Affairs issued an appeal for $160 million in international aid to help about one million people either fleeing Libya or stranded in the country.

Speaking in Geneva Monday, U.N. humanitarian coordinator Valerie Amos said the appeal is based on a projection of 400,000 mostly migrant workers fleeing the Libyan unrest, including more than 200,000 people who already have fled since the uprising started last month. She says another 600,000 people stuck inside Libya also are in need of humanitarian aid.

As part of the U.N. appeal, the International Organization for Migration said Monday it is seeking $49 million in aid for 65,000 migrant workers affected by the Libyan uprising.

The United Nations also says a special U.N. envoy for Libya, appointed by U.N. Secretary-General Ban Ki-moon, will engage in urgent consultations with Mr. Gadhafi’s government in Tripoli. Mr. Ban named former Jordanian foreign minister Abdelilah Al-Khatib to the post of special envoy Sunday. It was not immediately clear when Al-Khatib will meet with Libyan officials.

The proceedings follow four years of tumult and intrigue at Tribune Co. The company has been through the disgrace of a bankruptcy case that has lasted far longer than planned, a CEO departure triggered by complaints about management’s raunchiness and the whiff of a financial scandal fanned by a court-appointed examiner’s conclusion that parts of the 2007 buyout had bordered on fraud.

The hearing in U.S. Bankruptcy Court in Wilmington, Del., will affect the ownership of the Los Angeles Times, the Chicago Tribune, The Sun of Baltimore, other daily newspapers and 23 television stations. The TV stations include Chicago-based WGN, which reaches more than 70 million homes nationwide, mostly through cable and satellite systems.

The hearing edges Tribune Co. closer toward shedding most of the roughly $13 billion that it carried into bankruptcy protection. If it can unload the debt, the company believes it can make money while it tries to adapt to a marketing shift to the Internet.

Judge Kevin Carey is being asked to choose between two competing reorganization plans. The plans differ in their appraisals of Tribune Co.’s current value and their limitations on which participants in the troublesome buyout can be sued for saddling the company with too much debt.

Either way, the outcome is likely to leave Tribune Co. controlled by its creditors. The new owners are expected to replace the patchwork management team that has been running the Chicago-based company since the previous CEO, Randy Michaels, resigned in October amid complaints about risque conduct.

Tribune Co., founded in 1847, filed for bankruptcy protection in December 2008, making it the first major U.S. newspaper publisher to do so during the Great Recession. The deep downturn magnified the challenges facing newspaper publishers as readers and advertisers moved from print to digital alternatives.

The slump prompted more than a dozen other newspaper publishers to follow Tribune Co. into bankruptcy protection. Like Tribune Co., several of them were saddled with billions of debt taken on during better times. Most of them have emerged from bankruptcy protection already.

The complex 2007 buyout engineered by real estate mogul Sam Zell complicated Tribune Co.’s effort to return to normal business operations. The allegations of financial conduct made many creditors less inclined to make concessions during negotiations on a reorganization plan. The independent examiner’s report last summer prompted the company to back off one proposal.

This month’s hearing makes it more likely that Tribune Co. will finally emerge from bankruptcy court this year. The legal fallout could last for years, however. Both plans envision creditors pursuing lawsuits in an attempt to recover more of their losses, and there could be an appeal of Carey’s decision in the case.

The stakes riding on the resolution of the convoluted saga are expected to attract a crowd. Carey is setting up a video feed in an overflow room to accommodate up to 100 more people beyond the 175 spectators that can cram into his courtroom. The judge also is clearing space in the courtroom for more than 2,000 exhibits expected to be submitted during the hearing.

“It will take some time and involve some tedium,” Carey said during a housekeeping hearing last week.

The hearings also could shed more light on Tribune Co.’s operations and the behind-the-scenes maneuvering that led to the Zell buyout, which took the company private and turned employees into part-owners.

Reams of documents in the case have been kept under wraps to protect what has been described as confidential business information. Carey so far has rejected requests to unseal the documents, but he has warned that some of the information could come out during the hearing because he doesn’t plan to close the courtroom.

Tribune Co. favors a plan that would turn over ownership to the company’s major creditors, including some that had helped line up the ruinous financing, which already has triggered lawsuits. It would shield the lenders involved in the buyout from lawsuits after the company emerges from Chapter 11. Opponents of the plan contend it would also block attempts to sue former Tribune Co. shareholders who received $4.3 billion in the buyout’s first phase.

This proposal has the backing of Tribune’s Co.’s proposed new owners – a group led by banker JPMorgan Chase & Co., distressed debt specialist Angelo, Gordon & Co. and hedge fund Oaktree Capital Management. It’s also supported by Tribune Co.’s committee for unsecured creditors.

A group of creditors that owns Tribune Co. debt issued before the Zell buyout has proposed an alternative plan primarily because they want fewer limits on which parties can be sued for alleged fraud. The plan also contends these note holders, led by hedge fund Aurelius Capital, are entitled to be paid bankruptcy claims totaling $1.2 billion instead of $761 million offered in the proposal backed by Tribune Co.

Zell, still Tribune Co.’s chairman, has filed objections to both plans because he and a business arm, Equity Group Investments, would remain exposed to lawsuits alleging fraud.

The competing reorganization plans also came up with dramatically different estimates on Tribune Co.’s business value. The company-backed plan pegs it at $6.7 billion, compared with $8.3 billion in the Aurelius-led proposal.

Tribune Co. has been gradually recovering from the recession, primarily because of an industry-wide revival in television advertising. The company’s revenue last year totaled $3.1 billion, 2 percent below 2009, based on court documents.

But the company still gets more of its revenue from newspapers and other publishing sources. Tribune Co. has predicted its revenue this year will decline 4 percent, dip another 2 percent in 2012 and slip 3 percent in 2013.

Those forecasts assume the new owners won’t break the company apart by selling some of the newspapers and TV stations.

There are three candidates for the post – and all three faced off this week [Tuesday, March 1] in Washington for an internationally-televised debate.

The Dalai Lama escaped from Chinese-ruled Tibet to Dharamsala, in northern India, in 1959. Since then, Dharamsala has been the site of the Tibetan government-in exile. Over the years, the Dalai Lama has worked to hand over more and more of his political role to a democratically-elected prime minister.

On March 20, Tibetans in exile will directly elect a prime minister for the third time, along with members of the 15th Parliament-in-Exile.

In October, 60 percent of Tibetan exile communities voted in primaries, resulting in three runoff candidates for prime minister.

Those three candidates held the first-ever televised debate before an audience of exiled Tibetans. The broadcast will be seen in Tibet and worldwide on the Internet.

The leading candidate is a Tibetan-American affiliated with Harvard University. Lobsang Sangay grew up in a Tibetan settlement. He is a Fulbright Scholar with a law degree from Harvard.

“The number one problem obviously is how to solve the issue of Tibet so that we can regain our freedom and then the divided family members from inside and outside Tibet can be united in Tibet,” said Sangay.

Tenzin Tethong is a former representative of the Dalai Lama in New York and Washington. Currently, he is a Distinguished Fellow at Stanford University.

“The most important responsibility for the exile government is to work for the cause of a free Tibet and for the rights of the Tibetan people,” said Tethong.

Tashi Wangdi has run a half-dozen of the government-in exile’s departments over the years. Most recently he represented the Dalai Lama in Europe.

“It’s very important for us to see what we can do to survive as a Tibetan people in exile and be able to maintain our identity and continue the struggle until we find a solution,” said Wangdi.
